In 2000, former Governor (and Hudson resident) Paul Cellucci signed the Community Preservation Act (CPA) into law. The CPA allows communities to create a local Community Preservation Fund for open space protection, historic preservation, affordable housing, and outdoor recreation.

Over the course of town meetings in 2006 and 2007, Hudson adopted the CPA, approving a 1% surcharge on real property. Since its implementation, the CPA has raised approximately $3.4M from residents and Hudson has received matching funds from the State of about $1.25M. All monies from the Community Preservation Fund go toward serving the stated objectives of the CPA: open space protection, historic preservation, affordable housing, and outdoor recreation.
The Community Preservation Fund can acquire (and has acquired) real property. Under the CPA, these lands must be held under a permanent conservation restriction. The land will be owned by the Town. The conservation restriction may then be held by a designated nonprofit, charity, or foundation selected by the Town. The Hudson Land Trust was formed to hold these restrictions and deliver on a set of related conservation objectives.
